The observation is that there is not enough community, namely a lack of community. So: Need to have more community. How to do?
It depends on how you conceptualize 'community':

- Community is made by the social control. People conform to each other.
So: More social control.
- Involvement or commitment provides a community. People feel attracted to each other.
- A common goal gives rise to the attraction of people, the convergence to create a community. A common goal can be a common belief.
- A common goal of a community can be a common enemy. Historically this is most of the time a motive to involvement, for an entire country or nation.
- A common enemy is not always a concrete enemy. So, let's define it as a common danger. Fear and hate as common motive.
- Community is made by dependence, namely interdependence. This means that people are attracted or bounded to each other, because they are depended to the same thing, like a natural resource.
- Community is made by the 'not begrudge' (gunnen). Giving and sharing to others, not by an personal motive or an obligation, with the expectation to get something in return.
- People pushing to do this? No give them the possibility. A possibility is given by the sense of trust.
